“What explains the 36-year hot streak of Red Wing's Presidential Cookie Poll?” Christopher Federico, PhD, professor in the Departments of Political Science and Psychology at the University of Minnesota, provides insight to this question in a City Pages article. 

Every four years, Hanisch Bakery and Coffee Shop in Red Wing hosts the Presidential Cookie Poll. The results of the polls have been surprisingly accurate throughout the years. Federico suggests that the results are most likely a result of the customers that choose to buy a cookie being more invested in politics than the average customer.
